Data from Municipality of Lisbon and Gebalis reveals that municipally owned neighborhoods have a high rate of vacant ground floors. Taking Marquês de Abrantes, Alfinetes and Salgadas as an example, this rate was near 50% in 2018.
To promote thinking and reflection about the potential of municipal ground floors and sketch potential rehabilitation solutions and activation of these spaces, a co-created workshop was developed, with the participation of stakeholders such as tenants and representatives from CML and Gebalis, who have reflected and/or are involved with these topics, contributing with ideas, points of view and experiences.
A final document, produced after the workshop, systematized the main conclusions that emerged from the exercise, and was shared with the participants and CML – the entity that manages and decides the attribution and occupation of non-residential municipal ground floors.
